Abstract

There are two main schools of thought on educational planning. One says that education should adjust to the demand for manpower in the labour market; the other that it should satisfy the private demand for education perse. Each school is again divided. Manpower specialists differ on whether to do rate-of-return analysis or manpower forecasting; while those who believe in satisfying the private demand for education disagree about criteria for financing, on which the private demand depends.
