Abstract

Esta parte tiene como objetivo analizar la situación del Perú en comparación con la de otros países. Se inicia con una observación de los problemas y soluciones ensayadas en el marco de la lucha contra la pobreza en diversos países de la región. Luego, se revisa cómo emergen y funcionan las redes de protección social como una respuesta a los problemas y como parte de las soluciones ensayadas a favor de los más pobres de América Latina. A partir de lo anterior, se llega a comprender mejor las posibilidades y limitaciones que impone el tipo de crecimiento y las modalidades de gerencia económica y social que se siguen en los diversos sectores del Perú.
