Evaluierung der Frontrunner-Initiative. Endbericht im Auftrag des Bundesministeriums für Verkehr, Innovation und Technologie (BMVIT)

Abstract

Technopolis wurde, in Kooperation mit dem Zentrum für Soziale Innovation (ZSI) und dem Zentrum für Europäische Wirtschaftsforschung (ZEW) im Mai 2018 vom Bundesministerium für Verkehr, Innovation und Technologie (BMVIT) mit der Evaluierung des Programms Frontrunner über seine bisherige Laufzeit von 2013 - 2017 beauftragt. Die vorliegende Evaluierung untersucht das Programm in seiner Konzeption, Umsetzung, Zielerreichung und den bis dato beobachtbaren Wirkungen. Die Methodik umfasst Interviews mit Stakeholdern, Programmmanagement und Fördernehmer/innen, eine online-Befragung der geförderten Unternehmen, eine ökonometrische Analyse, die Frontrunner in Deutschland mit den österreichischen Frontrunner-Unternehmen vergleicht, einen Vergleich mit Programmen aus Deutschland, Estland und Südkorea, sowie die Positionierung der Frontrunner-Initiative im Portfolio der beiden Förderagenturen. Außerdem wurde im Rahmen der Evaluierung ein Strategieworkshop mit Programmeigentümern und -management durchgeführt.
