Standortverlagerung in Deutschland: Einige empirische und politische Befunde

Abstract

Die Arbeitnehmerinnen und Arbeitnehmer in Deutschland sind in den letzten Jahren mit dem Argument unter Druck gesetzt worden, dass der deutsche Standort auf Grund der hohen Lohnkosten und des unflexiblen Arbeitsmarktes unter den Globalisierungsbedingungen nicht mehr wettbewerbsfähig sei. Als Beleg dafür wurde u.a. angeführt, dass deutsche Unternehmen ihren Standort lieber ins Ausland verlagern. Angesichts der enormen Arbeitsmarktprob-leme in Deutschland geht der Verlust eines Arbeitsplatzes in Folge von Standortverlagerun-gen für die betroffenen Beschäftigten häufig mit Existenzängsten einher. Aber auch wenn die angekündigte Standortverlagerung nicht realisiert wird, werden von ihnen häufig erhebliche Zugeständnisse beim Einkommen und bei den Arbeitsbedingungen abverlangt. Mit der vorliegenden Studie liegt zum ersten Mal eine empirische Untersuchung über das Ausmaß und die Auswirkungen von Standortverlagerungen auf die Beschäftigten vor. Die Analyse auf Basis der aktuellen WSI-Betriebsrätebefragung geht folgenden Fragen nach: - welche unterschiedlichen Facetten hat die ökonomische Diskussion zum Thema Standortverlagerung in Deutschland? - zu welchen Ergebnissen kommen vorliegende internationale und deutsche Untersuchungen? - welche Auswirkungen hat die betriebliche Diskussion über Standortverlagerungen für die Beschäftigten? - wie hat die Politik bisher auf die öffentliche Diskussion reagiert?
