Abstract

Der Markt hat in Österreich bislang keine gemeinsamen Standards für Open-Access-Netzwerke, die die Anforderungen aller Marktteilnehmer abbilden, hervorgebracht. Die starke Heterogenität bei den Produkten und Prozessen wirkt sich nachteilig auf die Entwicklung des österreichischen FTTH-Marktes ("Fibre to the Home") aus. Um das Potential für Wettbewerb und Innovationen durch Open-Access-Netzwerke ausschöpfen zu können, ist deshalb ein branchenweiter Prozess unter Einbeziehung der öffentlichen Hand erforderlich. Ziel sollte die Definition, Entwicklung und Anwendung von branchenweit möglichst einheitlichen Prozessen und Standards im Bereich FTTH sein. Einheitliche Prozesse und Standardisierungen sollten die Wertschöpfungsebenen passiver (Layer 1) und aktiver Netzzugang (Layer 2) sowie vertriebliche und technische Aspekte umfassen. Obgleich die Nutzung von Open-Access-Netzwerken grundsätzlich auf freiwilliger Basis erfolgen sollten, gibt es Spielraum für verpflichtende Maßnahmen durch Förderauflagen und (symmetrische) Regulierung.
