Ansatzpunkte einer strukturellen Neuausrichtung der Sozialstaatsfinanzierung

Abstract

In erwerbszentrierten Systemen der sozialen Sicherung, die auf der Verknüpfung der sozialen Absicherung mit Einkommenshöhe und Erwerbsdauer beruhen, ergeben sich bei zunehmend flexiblen Arbeits- und Einkommensformen einerseits Sicherungslücken für Personen und andererseits konjunkturbedingte Schwankungen der Beitragsfinanzierung. Die Arbeit zeichnet die Arbeitsmarktveränderungen nach und entwickelt Kriterien zur Weiterentwicklung der Finanzierungsstruktur des österreichischen Sozialversicherungssystems.
