Gender-Prüfung im Finanzressort

Abstract

In Österreich ist seit 2013 Gender-Budgeting als integraler Bestandteil der wirkungsorientierten Haushaltsführung auf Bundesebene umzusetzen. Auch im Bundesministerium für Finanzen ist daher für die zum Ressort gehörenden Untergliederungen eine Gender-Prüfung zu implementieren. Im Rahmen des Projektes wurden Unterlagen für die Verwaltung erarbeitet. Diese enthalten die Auswertung und Zusammenfassung der rechtlichen Grundlagen, der inhaltlich-politischen und methodisch-konzeptionellen Vorgaben für Gender-Prüfungen im BMF sowie der bereits vorliegenden Leitfäden, Checklisten usw. zur Durchführung von Gender-Prüfungen im BMF. Zudem wurden grundsätzliche Gender-Ziele und genderrelevante Aspekte erarbeitet. Die Studie geht auch auf methodische Ansätze und Datenerfordernisse im Bereich von Steuern und Abgaben ein und bietet einen Überblick über die aktuelle Forschungssituation im Ausland und in Österreich. Schließlich wurden Leitfäden für Gender-Prüfungen für einkommens-, aufwands- und vermögensbezogene Steuern erarbeitet.
