Gesamtüberblick über die steuerliche und direkte Forschungsförderung in Österreich

Abstract

Die Studie arbeitet die komplexe Datenlage zur direkten und steuerlichen Forschungsförderung und Forschungsfinanzierung in Österreich auf. Ausmaß und Verteilung der direkten Forschungsförderung werden anhand der Budgetdaten, der F&E-Erhebungen und der Globalschätzung der Statistik Austria sowie der Daten der Förderagenturen (FFG, AWS, CDG, FWF) gezeigt. Ferner prognostiziert die Studie die voraussichtlichen Kosten der steuerlichen Forschungsförderung für die Jahre 2009 bis 2013 unter der Annahme, dass die geltenden Freibetragsregelungen abgeschafft und private Forschungsleistungen nur mehr über die Forschungsprämie gefördert werden. Bei einem Prämiensatz von 8% lägen die Gesamtkosten für den Fünfjahreszeitraum bei etwa 1,8 Mrd. €; eine Anhebung der Prämie auf 12% würde Mehrkosten von gut 900 Mio. € verursachen. Durch eine Deckelung der Forschungsprämie auf 10 Mio. € je Unternehmen könnten 10% bis 15% der Kosten eingespart werden.
