La Demanda Residencial de Telefonía Básica en el Perú

Abstract

El presente documento elabora un estudio de demanda de los servicios de telefonía básica para el caso de la economía peruana. El estudio propuesto fue uno que permitiera simultáneamente entender las decisiones de acceso y uso de los usuarios, así como los efectos de cambios en el esquema tarifario sobre el bienestar de los usuarios y los ingresos de la empresa concesionaria. La información de demanda permitiría al organismo regulador negociar políticas alternativas como la implementación de planes de consumo diferenciados por tipo de cliente. Para desarrollar el estudio se construyó una encuesta ad-hoc que fue aplicada a 1,707 hogares localizados en zonas urbanas del país. La encuesta fue diseñada para obtener información y caracterizar el patrón de consumo de los hogares según estrato socioeconómico, siendo aplicadas en dos etapas entre los años 1996 y 1998. Se concluye que la investigación y los resultados son adecuados para distinguir los efectos generados por el conjunto de precios del sector telecomunicaciones (tarifas, costo de instalación, renta), el ingreso familiar y las variables socioeconómicas sobre el acceso y uso de los servicios.
