Abstract

El estudio de la existencia del Estado y sus elementos pertenece a la teoría general del Estado, propia de la ciencia política, sin embargo, el derecho administrativo no puede prescindir de su conocimiento, dado que dicha teoría es el basamento de esta disciplina que estudia, entre otros aspectos, a la Administración pública y su organización. La historia de la Administración es inseparable de la historia del Estado, no solo porque durante una buena parte de la evolución política de ambos han sido prácticamente una misma cosa, sino también como porque la estructura administrativa constituye en estos tiempos, cuantitativa y cualitativamente, el bloque central del aparato estatal
