Neugestaltung des Soziallastenansatzes im kommunalen Finanzausgleich Rheinland-Pfalz

    Die Studie untersucht, wie der Soziallastenansatz in Rheinland-Pfalz künftig ausgestaltet sein sollte. Es wird dargestellt, daß eine Orientierung an den tatsächlichen Mehrausgaben der Gebietskörperschaften nicht anreizkompatibel ist und daher nicht sinnvoll erscheint. Ein künftiger Ansatz sollte auf Indikatoren beruhen, die von den Kommunen nicht beeinflußt werden können. Als Indikatoren werden hier Arbeitslosigkeit, Langzeitarbeitslosigkeit, Bevölkerungsdichte, Seniorenanteil sowie Behindertenanteil vorgeschlagen. Nach den Untersuchungen, die anhand dieser Indikatoren durchgeführt wurden, würde es zu starken Umverteilungen kommen. Darüber hinaus wurde in den Untersuchung der Spitzenansatz durch einen allgemeinen Ansatz ersetzt.
