Im Sommer 1999 haben die ostdeutschen Länder das ifo Institut beauftragt, ein Gutachten über ihren infrastrukturellen Nachholbedarf zu erarbeiten. Im Rahmen dieses Auftrags wurde der teilungsbedingte Nachholbedarf für zwei komplexe Bereiche der öffentlichen Infrastruktur - Verkehr sowie Ver- und Entsorgung - berechnet und bis zum Jahr 2005 projiziert.
