Social Security in the United Kingdom: Contracting Out of the System

Abstract

The social security system that began in the United Kingdom in 1978 contains a provision that is unique among Western industrialized nations. Workers may be contracted out of part of the social security program and participate instead in approved private pension plans. The author evaluates this program, with special attention to the lessons that the United States might learn from it.
