Abstract

Der für diese Legislaturperiode geplante zweite Teil der Föderalismusreform bietet die Chance eines grundlegenden Systemwechsels. Wie können die widerstreitenden Finanzinteressen der Bundesländer mit den Anforderungen an die Anreizeffizienz des Systems in Einklang gebracht werden?
