Abstract

In seinem vorletzten Jahresgutachten empfiehlt der Sachverstandigen rat zur Begutachtung der gesamtwirtschaftlichen Entwicklung, „daß jede Ebene für die von ihr beschlossenen Ausgaben auch die Finanzierungsverpflichtungen übernehmen muß"1. In seinem jüngsten Jahresgutachten spricht er sich für eine strenge Konnexität zwischen Gesetzgebungsbefugnis und daraus resultierenden Ausgaben aus. Führt solch eine grundlegende Korrektur der föderativen Verfassung zu praktikablen Ergebnissen?
