Kritische Rohstoffe: Unternehmensbetroffenheit, Versorgungsrisiken und Anpassungsstrategien

Abstract

Kritische Rohstoffe sind wichtige Inputs für Schlüsseltechnologien und damit für die industrielle Wettbewerbsfähigkeit. Gleichzeitig bestehen erhebliche Versorgungsrisiken, da Förderung und Verarbeitung stark auf wenige Länder wie China fokussiert sind. Diese Abhängigkeiten erhöhen die Anfälligkeit globaler Lieferketten gegenüber geopolitischen Spannungen und strategischen Eingriffen. Die europäische Rohstoffpolitik setzt mit dem Critical Raw Materials Act ehrgeizige Ziele für den Ausbau heimischer Förderung, Verarbeitung und Recycling. Deren Umsetzung wird jedoch durch sehr geringe Produktions- und Verarbeitungskapazitäten, lange Genehmigungsverfahren und wirtschaftliche Hürden gebremst. Auch die Kreislaufwirtschaft kann nur begrenzt zur Versorgungssicherheit beitragen. Auf Basis einer repräsentativen Befragung mit dem IW-Zukunftspanel zeigt sich, dass nur 11 Prozent der Unternehmen direkt oder indirekt kritische Rohstoffe benötigen - in der Industrie sind es 18 Prozent. Abhängigkeiten entstehen meist indirekt über Lieferketten und werden daher möglicherweise unterschätzt. Bei Lieferengpässen erwarten Unternehmen steigende Kosten, Produktionsunterbrechungen und Wettbewerbsnachteile. Als Reaktionen dominieren Diversifizierung, Lageraufbau, Substitution und Recycling. Gleichzeitig besteht eine Bereitschaft, höhere Kosten für Versorgungssicherheit zu tragen. Zur Reduktion strategischer Abhängigkeiten ist ein koordiniertes Zusammenspiel von Wirtschaft und Staat notwendig.
