Sprachkenntnisse entscheidend für die Arbeitsmarktintegration

Abstract

Anders als das formale Bildungsniveau lassen sich die Sprachkenntnisse von Zuwanderern nur sehr schwer beobachten und ihre Erfassung ist immer mit einer gewissen Unsicherheit behaftet. Daher wurde ihr Zusammenhang mit Löhnen und Erwerbslosigkeit anhand von drei unterschiedlichen Datensätzen analysiert. Beim Nationalen Bildungspanel und der PIAAC-Studie wurden die Deutschkenntnisse mittels standardisierter Tests erhoben, was eine gute Vergleichbarkeit und Treffsicherheit der Angaben gewährleistet. Allerdings sind die in den letzten Jahren neuzugewanderten Personen nicht in den Daten enthalten. Das Sozio-oekonomische Panel deckt diese mit ab, enthält jedoch nur Selbsteinschätzungen zum Sprachniveau. Bei dem Nationalen Bildungspanel und dem Sozio-oekonomischen Panel zeigen sich keine Lohnunterschiede zwischen Zuwanderern und Einheimischen, wenn man für die Sprachkenntnisse und den formalen Bildungsstand kontrolliert. Bei der PIAAC-Studie sind die Lohnunterschiede so klein, dass sie in der Praxis kaum mehr relevant sind. Bei der Erwerbslosigkeit zeigt sich kein einheitliches Bild. Allerdings legen die Ergebnisse auch hier nahe, dass Sprachkenntnisse ein entscheidender Faktor sind. Hochqualifizierte Zuwanderer schneiden in den Deutschtests im Durchschnitt besser ab als niedrigqualifizierte Personen ohne Migrationshintergrund. Die Probleme sind also nicht nur migrationsspezifisch, sondern auch Einheimische brauchen gegebenenfalls Grundbildungsangebote, die ihre sprachlichen Fähigkeiten stärken.
