Immobilien und Klimaschutz: Potenziale und Hemmnisse

Abstract

Die nationale und internationale Klimapolitik stellt zunehmend Anforderungen an alle Bereiche einer Volkswirtschaft. Auch die Immobilienwirtschaft ist davon betroffen. Schließlich liegen hier noch nicht gehobene Potenziale zur Reduktion von Treibhausgasemissionen. Einem verstärkten Klimaschutz im Gebäudebereich steht eine Reihe von Hindernissen entgegen. Dazu gehören Wirtschaftlichkeitsüberlegungen, fehlende Liquidität und eine altersbedingt niedrige Investitionsbereitschaft der Gebäudeeigentümer, aber auch unsichere Rahmenbedingungen – etwa durch fortgesetzte Diskussionen über Verbote und Fördermaßnahmen – sowie übermäßige Regulierungen aus dem Mietrecht. Die Beseitigung dieser Hindernisse sollte anstelle von kostspieligen Verpflichtungen im Vordergrund eines effizienten Klimaschutzes im Gebäudebereich stehen.
