Investitionsförderung in Ostdeutschland - Ergebnisse einer empirischen Wirkungsanalyse

Abstract

In Deutschland werden erhebliche öffentliche Mittel zur direkten Wirtschaftsförderung aufgewendet. Dies verlangt nach einer ökonomischen Rechtfertigung der Maßnahmen. Insbesondere die Investitionsförderung war dabei bisher selten Gegenstand empirischer Wirkungskontrollen. Um diese Lücke zu schließen, wird beispielhaft die Gemeinschaftsaufgabe zur „Verbesserung der regionalen Wirtschaftsstruktur“ (GA) analysiert. Wegen ihrer Bedeutung für die Entstehung wertschöpfungsintensiver und wettbewerbsfähiger Strukturen werden als Untersuchungsobjekte Betriebe des ostdeutschen Verar-beitenden Gewerbes betrachtet. Anhand eines Methodenvergleichs wird die allgemeine Problematik der Wirkungsanalyse verdeutlicht. Der bisher nicht auf die Investitionsförderung angewandte Matched-Pairs-Ansatz liefert gegenüber einer Regressionsschätzung mit Selektionskorrektur die zuverlässigeren Ergebnisse. Demnach hat die GA-Förderung deutliche Mehrinvestitionen stimuliert.
