Zur Güte von Konjunkturprognosen in Zeiten außergewöhnlicher Krisen

Abstract

Der plötzliche Ausbruch der COVID-19-Pandemie hatte international deutliche Abwärtsrevisionen der Wirtschaftsprognosen für das Jahr 2020 zur Folge. Während der Pandemie erschwerten die kurzfristig verlautbarten gesundheitspolitischen Maßnahmen die Prognosetätigkeit. Die anschließende Konjunkturerholung wurde durch den Überfall Russlands auf die Ukraine, der zu einem scharfen Preisanstieg in der EU und zu wirtschaftlichen Sanktionen führte, jäh unterbrochen. Zum Jahreswechsel 2022/23 setzte in Österreich die längste Rezession seit Gründung der Zweiten Republik ein. In deren Verlauf zeigten sich mehrmals Besserungstendenzen, die aber wieder verebbten. Dieser Beitrag untersucht das Revisionsausmaß in den Prognosen des österreichischen BIP der nationalen (WIFO, IHS, OeNB) und internationalen Prognoseinstitutionen (Europäische Kommission, OECD und IWF) für den Zeitraum 2020 bis 2024. Zu Vergleichszwecken wird die Güte von Prognosen des deutschen Wirtschaftswachstums sowie des realen BIP im Euro-Raum betrachtet, die von deutschen Instituten bzw. internationalen Organisationen erstellt werden.
