Europäische Wirtschaftspolitik in der COVID-19-Krise. Zwischen Rettungspaketen und Maßnahmen zur Konjunkturbelebung

Abstract

Im Jahr 2020 war in sämtlichen EU-Mitgliedsländern ein tiefer und abrupter Einbruch der Wirtschaftsleistung zu verzeichnen. Als Reaktion darauf wurden diverse Hilfspakete verabschiedet, die die betroffenen privaten Haushalte und Unternehmen während der Krisenmonate unterstützen sollten. Eine aktive Fiskal- und Geldpolitik verhinderte eine noch tiefere Rezession. Die bisher ergriffenen Fiskalmaßnahmen dienen vorrangig dazu, die Krisenfolgen für Unternehmen und privaten Haushalte abzumildern, setzen jedoch wenig zusätzliche Impulse zur Konjunkturbelebung. Mit einer stimulierenden Wirkung von Fiskalmaßnahmen ist erst dann zu rechnen, wenn die COVID-19-Pandemie überwunden wurde. Für einen nachhaltigen Aufschwung bedarf es daher weiterhin einer expansiven Fiskalpolitik.
