Gesamtwirtschaftliche Auswirkungen der COVID-19-Pandemie in Österreich und die Möglichkeiten der Stabilisierungspolitik

Abstract

Die COVID-19-Pandemie wird auf das österreichische Bruttoinlandsprodukt einen größeren negativen Effekt haben als die Finanzmarktkrise der Jahre 2007/08. Zusätzlich zum starken Rückgang des Außenhandels vermindern großflächige Betriebsschließungen die auf den Inlandsmarkt ausgerichtete Wertschöpfung, die allgemeine Sperre der Schulen senkt das Arbeitskräfteangebot. Eine Pandemie stört den gesamtwirtschaftlichen Kreislauf von Gütern und Dienstleistungen direkt und verringert die damit verbundenen Zahlungsströme zwischen den Wirtschaftssektoren. Das verursacht nicht nur einen Rückgang von Nachfrage und Wertschöpfung, sondern drängt die Unternehmen in einen Liquiditätsengpass. Während automatische Stabilisatoren rasch gegensteuern können, haben konventionelle Instrumente der Stabilisierungspolitik in der aktuellen Situation wenig Aussicht auf Erfolg. Unkonventionelle fiskalpolitische Instrumente und Eingriffe in privatwirtschaftliche Verträge können eine Insolvenzwelle wesentlich besser verhindern und erhalten so die Produktionskapazität für einen dynamischen Aufschwung nach der Lockerung der gesundheitspolitischen Maßnahmen.
