Verteilungswirkungen der Wohnbauförderung

Abstract

Wohnbeihilfe, Wohnbaudarlehen und der Bezug von geförderten Wohnungen haben äußerst unterschiedliche und teils gegenläufige Verteilungswirkungen. Die Wohnbeihilfe weist eine hohe soziale Treffsicherheit auf, Wohnbaudarlehen entfallen eher auf Haushalte mit mittlerem oder höherem Einkommen. Mit steigenden Mieten nimmt die Verteilungswirkung des Bezuges von geförderten Wohnungen zu. Davon profitieren jedoch Haushalte bis in sehr hohe Einkommensgruppen.
