Finanzierung des Autobahn- und Schnellstraßennetzes in Österreich

Abstract

Die Autobahnen- und Schnellstraßen-Finanzierungs-Aktiengesellschaft errichtet und betreibt die hochrangige Straßeninfrastruktur in Österreich. Ende 2005 erreichten die Verbindlichkeiten der Gesellschaft 10,4 Mrd. €. Die Ausfinanzierung der Investitionen in das hochrangige Straßennetz in rund 30 Jahren scheint auch ohne wesentliche Anhebung der Mauttarife möglich. Auf einen stärkeren Anstieg der Baukosten und der Kreditzinsen muss freilich mit Mautverteuerungen, auf einen anhaltenden Rückgang des Verkehrsaufkommens mit einer Zurücknahme der Erweiterungsinvestitionen reagiert werden. Zusätzlicher Finanzierungsbedarf könnte auch durch einen zweckgebundenen Zuschlag zur Mineralölsteuer gedeckt werden. Die Mineralölsteuer ist das effizienteste Instrument zur Verbesserung der Nachhaltigkeit des Verkehrs. Sie setzt zudem einen wichtigen Impuls zur Entwicklung kraftstoffsparender Antriebssysteme. Das Problem des Tanktourismus muss durch eine einheitliche Besteuerung in Europa gelöst werden.
