Umstellung der Preisbereinigung in der österreichischen VGR

Abstract

Eine Entscheidung der Europäischen Kommission verpflichtet auch Österreich, die Berechnung der VGR auf Vorjahrespreisbasis umzustellen. Hauptproblem bei der bisher üblichen Berechnung zu Preisen eines fixen Basisjahres war, dass Verschiebungen der relativen Preise im Zeitverlauf nicht berücksichtigt wurden. Dadurch ergab sich mit wachsender Entfernung vom Basisjahr eine zunehmende Verzerrung in der Darstellung der "realen" Wirtschaftsentwicklung. Nach der neuen Berechnungsmethode ist die Eigenschaft der Additivität nicht mehr gegeben, d. h. die Summe der preisbereinigten Teilkomponenten entspricht nicht mehr dem Wert des Aggregats. Die im Herbst 2004 von Statistik Austria veröffentlichte Neuberechnung mit Referenzjahr 2000 reicht zurück bis ins Jahr 1988 und weist für die Vergangenheit ein verändertes Wirtschaftswachstum aus. Das WIFO wird bis Ende 2004 die entsprechenden Quartalsreihen veröffentlichen.
