Das Landwirtschaftsgesetz der USA von 2002

Abstract

Im Frühsommer 2002 wurde in den USA nach langwierigen Debatten in Kongress und Senat ein neues Landwirtschaftsgesetz verabschiedet. Mit diesem Gesetz wurden im Jahr 1996 eingeleitete Reformen der Agrarpolitik teilweise zurückgenommen, auslaufende Programme der Produzentenstützung neu aufgelegt und neue Instrumente eingeführt. Der vorliegende Beitrag trennt die kurzfristig wirkenden Bedingungen, die zu diesem Ergebnis beitrugen, von jenen Strukturfaktoren, welche die Agrarpolitik der USA langfristig bestimmen. Die Änderungen der Agrarmarktpolitik werden im Detail beschrieben und absehbare Konsequenzen, vor allem für die weitere Handelsliberalisierung in der WTO-Runde, näher betrachtet.
