Auswirkungen der Rohölpreishausse

Abstract

Die kurzfristige Entwicklung der Erdölpreise wird von spekulativen Bewegungen auf den Rohölmärkten und dem Reaktionsmuster des Nicht-OPEC-Angebotes geprägt. Die OPEC versucht unter Berücksichtigung der Politik der Konkurrenten, eine erlösmaximierende Strategie analog zu einem Monopolisten umzusetzen. Der Rohölpreisanstieg schlug sich im Jahr 2000 auf die Preise von Erdölprodukten und Treibstoffen wie erwartet nieder, (noch) nicht reagiert haben der Kohle- und der Gaspreis. Gas dürfte sich im Jahr 2001 noch verteuern, der Kohlepreis könnte sich "entkoppelt" haben. Gemäß Modellsimulationen mit dem makroökonometrischen multisektoralen Modell der europäischen Volkswirtschaften E3ME sind die gesamtwirtschaftlichen Kosten eines zehn Jahre lang permanent hohen Rohölpreises (40 $ je Barrel zu Preisen von 1990) mit 2,5% des BIP gering. Die einzelnen Sektoren sind sehr unterschiedlich betroffen, gleichzeitig geht die Energienachfrage und damit die CO2-Emissionen massiv zurück.
