Aktive Arbeitsmarktpolitik zur Bekämpfung der Langzeitarbeitslosigkeit. Ergebnisse einer Evaluierung des Nationalen Aktionsplans für Beschäftigung

Abstract

Im Rahmen des Nationalen Aktionsplans für Beschäftigung (NAP) erfuhr die aktive Arbeitsmarktpolitik in Österreich eine deutliche Aufwertung. Die Ausgaben für arbeitsmarktpolitische Maßnahmen stiegen 1999 kräftig, die günstige Konjunkturlage und die Initiativen des NAP trugen zu einer Verbesserung der Arbeitsmarktsituation bei: Die Arbeitslosigkeit sank 1999 erheblich, die Beschäftigungsaufnahmen aus Arbeitslosigkeit nahmen stark zu. Die erfreulichen Daten sind jedoch in Bezug auf die Situation Langzeitarbeitsloser mit Vorsicht zu interpretieren. Gemäß Indikatoren zur Messung längerfristiger Ausgrenzung aus dem Erwerbsleben dürfte die Verbesserung wesentlich schwächer ausgefallen sein: Der Bestand an Notstandshilfeempfängern sank etwa im selben Ausmaß wie der Arbeitslosenbestand insgesamt, die Zahl der Arbeitsaufnahmen aus Langzeitarbeitslosigkeit hat sich sogar verringert.
