Kräftiger Konjunkturaufschwung bei anhaltenden Budgetproblemen. Prognose für 2000 und 2001

Abstract

Die österreichische Wirtschaft expandiert heuer real um 3,1%. Dazu tragen sowohl der Boom in der Exportindustrie als auch die kräftige Inlandsnachfrage bei. Die Budgetpolitik wirkt heuer noch eher expansiv, dürfte allerdings bei Wirksamwerden längerfristig orientierter Konsolidierungsmaßnahmen im kommenden Jahr eher restriktive Effekte auslösen. Nachfrage und Produktion dürften daher 2001 etwas verhaltener zunehmen (+2,7%). Die Neuverschuldung könnte unter den gegebenen Annahmen in beiden Jahren etwa 2% des BIP erreichen. Gleichzeitig trägt die Anhebung von indirekten Steuern und Gebühren zu einer Beschleunigung des Preisauftriebs bei, auf Verbraucherebene erreicht die Inflation 1,6% (2000) bzw. 1,4% (2001). Dank der guten Konjunktur verbessert sich die Lage auf dem Arbeitsmarkt weiter. Die Zahl der aktiv Beschäftigten wächst kräftig (um etwa 35.000 pro Jahr). Für die Entwicklung der Arbeitslosigkeit spielen das Ausmaß der für arbeitsmarktpolitische Maßnahmen verfügbaren Mittel und die Ausgestaltung der Pensionsreform eine wichtige Rolle.
