New Public Sector Management und die Verwaltungsreform in Österreich

Abstract

Bemühungen zur Budgetkonsolidierung und die Notwendigkeit der Schaffung einer modernen Behördenstruktur haben in den EU-Ländern teils weitreichende Maßnahmen zur Reform des öffentlichen Sektors ausgelöst. Diese orientieren sich an den Grundsätzen des New Public Sector Management; Diskussion über die Aufgaben des Staates, organisatorische Umsetzung der Staatsaufgaben und Gestaltung der Rahmenbedingungen. In Österreich wurden auf Bundesebene in den letzten 10 Jahren zwei Reforminitiativen durchgeführt: das Projekt "Verwaltungsmanagement" (1989/1994) und das "Verwaltungs-Innovations-Programm" (1998/99). Diese konzentrieren sich vorwiegend auf eine "Binnenmodernisierung" der Verwaltung. Ein Gesamtkonzept im Sinne eines New Public Sector Management fehlt allerdings.
