Aufschwung begünstigt verstärkte Arbeitsmarktpolitik in der EU

Abstract

In der EU gewinnt die Konjunkturbelebung weiter an Schwung. Die Nachfragedynamik geht zunehmend vom Export auf die Ausrüstungsinvestitionen und den privaten Konsum über. Damit erhält das Wachstum eine breitere Basis, es sollte sich auf real 2¾% (1998) und 3% (1999) erhöhen. Die Konjunkturbelebung bildet die wichtigste Voraussetzung für einen Rückgang der Arbeitslosenquote, zusätzliche Impulse können von einem Ausbau der aktiven Arbeitsmarktpolitik im Rahmen der "Nationalen Aktionspläne für Beschäftigung" kommen. Europa übernimmt schrittweise die Rolle einer Konjunkturlokomotive für die Weltwirtschaft. Der asiatische Raum befindet sich in einer schweren Krise, in den USA schwächt sich das Wachstum langsam ab. Die größten Risken für die Konjunkturentwicklung bildet die labile Lage in Rußland.
