Erfassung der "wahren" Arbeitslosigkeit in Österreich

Abstract

Mit dem Beitritt Österreichs zur EU ist die Übernahme internationaler Konzepte im Bereich des Arbeitsmarktes verbunden. Der Fragebogen der EU zur Erfassung der Arbeitsmarktaggregate wurde 1994 im Mikrozensus übernommen. Die Auswertung der Daten ergab, daß die Arbeitslosenquote nach dem international üblichen Labour-Force-Konzept deutlich geringer ist als laut administrativer Statistik. Der Unterschied ist vor allem damit zu erklären, daß die amtliche Statistik Personen mit einer Einstellungszusage (vor allem Saisonarbeitslose) sowie geringfügig beschäftigte registrierte Arbeitslose, im Gegensatz zur internationalen Usance, zu den Arbeitslosen zählt. Ein Aspekt, der die internationale Vergleichbarkeit der Arbeitslosenquote beeinträchtigt, ist die schlechte statistische Erfassung alternativer Beschäftigungsformen in Österreich. Die große Abweichung der Volkszählungswerte von Mikrozensus und administrativer Statistik legt nahe, daß der Strukturwandel der achtziger Jahre in den laufenden Daten aus unterschiedlichen Gründen nur unvollständig erfaßt wird.
