Weitere Abschwächung der Baukonjunktur in Westeuropa

Abstract

Die Wachstumschancen für die Bauwirtschaft sind 1996 und 1997 in Westeuropa sehr gedämpft: Der Sektor erholte sich nach der Rezession 1993 nur vorübergehend (1994 +3%) und blieb 1995 (+1,6%) deutlich hinter dem Wachstum der Gesamtwirtschaft zurück. Infolge von Ausgabenkürzungen der öffentlichen Haushalte und der nachlassenden Wohnbaunachfrage ist für 1996 und 1997 eine weitere Abschwächung auf +1,1% bzw. +0,9% zu erwarten. In Ost-Mitteleuropa hat die Bauwirtschaft die Transformationskrise 1995 überwunden, sodaß sich für 1996 und 1997 ein stetiger Wachstumspfad (+6%) abzeichnet. In Österreich gerät die Bauwirtschaft jedoch in eine Krise. Nach dem Nachfragerückgang im Tiefbau (Kürzung der öffentlichen Investitionen im Rahmen der Maßnahmen zur Budgetkonsolidierung) verliert nun auch der Wohnbau an Dynamik. 1996 dürfte die Bauproduktion real um 1%, 1997 um 3% sinken; das kürzlich angekündigte Infrastrukturprogramm könnte die Rezession mildern oder abwenden.
