Österreichs Regionalförderung nach dem EU-Beitritt. Bedeutungsgewinn oder Verlust an Autonomie?

Abstract

Österreich werden im Zeitraum 1995/1999 1.623 Mill. ECU aus Mitteln der EU-Strukturfonds zur Verfügung stehen. Rund 42% davon sollen explizit regionalpolitischen Zielen dienen. Dies bedeutet eine Aufwertung der regionalen Förderpolitik in Österreich, zumal weitere 1.163 Mill. ECU im Rahmen der Kofinanzierung national bereitzustellen sein werden. Die Liste der für regionalpolitische Maßnahmen legitimierten Gebiete ist mit 40,9% der Bevölkerung ähnlich breit wie in vergleichbaren EU-Staaten, der Schwerpunkt wird in der Entwicklung ländlicher Gebiete liegen. Die Festlegungen sind insofern "treffsicher", als die Fördergebiete eine relativ geringe ökonomische Leistungskraft, Defizite im Humankapital sowie eine ungünstigere Beschäftigungsentwicklung aufweisen. Eine ausreichende Konzentration knapper Mittel auf die wichtigsten Problemgebiete kann die Förderkulisse angesichts ihrer flächendeckenden Ausrichtung jedoch nicht sicherstellen. Die nationale Regionalpolitik wird daher innerhalb der verhandelten Liste sinnvolle Schwerpunkte zu setzen haben.
