Sozialquote steigt weiter. Die Ausgaben für soziale Sicherheit 1994

Abstract

Die Sozialausgaben Österreichs betrugen 1994 668,6 Mrd. S, das sind 29,8% des BIP. Mehr als die Hälfte davon wird aus zweckgebundenen Beiträgen finanziert. Die wichtigste Komponente der Sozialausgaben sind die Pensionen. Obwohl ihre Zuwachsrate 1994 gedämpft war, stieg die Belastungsquote (Verhältnis von Pensionen zu Beitragszahlen) weiter: Auf 1.000 Beitragszahler entfielen 1994 593 Pensionen (1992 582). Auch in der Krankenversicherung, der zweiten wichtigen Komponente der Sozialausgaben, war die Zuwachsrate schwächer als in den Vorjahren. Der weitere Anstieg der Sozialquote hat die Sozialausgaben in den Mittelpunkt der Diskussion über Maßnahmen zur Budgetkonsolidierung gerückt. Dennoch wird die Sozialquote 1995 etwa auf dem Niveau von 1994 bleiben.
