Beschäftigungspolitische Empfehlungen der OECD und der EU aus österreichischer Sicht

Abstract

Obschon das Arbeitskräfteangebot in Europa schwächer zunahm als in Nordamerika oder Japan, erhöhte sich die Arbeitslosigkeit wesentlich stärker. Der Anstieg der Arbeitslosigkeit ist nicht die Folge stärkerer Arbeitsplatzverluste, sondern geringerer Wiedereinstiegschancen nach einem Arbeitsplatzverlust. Die Vorschläge der OECD zur Verringerung der strukturellen Arbeitslosigkeit in Europa konzentrieren sich daher auf Maßnahmen, die die Flexibilität und Anpassungsgeschwindigkeit der Ausbildungs- und Arbeitsmärkte auf den Strukturwandel der Wirtschaft erhöhen. Das EU-Weißbuch macht zusätzlich die Abschwächung des Wirtschaftswachstums infolge der Verlangsamung des Investitionswachstums für die geringe Beschäftigungsexpansion in Europa im Vergleich zu den USA und Japan verantwortlich. Daher wird ein von Infrastrukturinvestitionen getragenes Wachstumsszenario zur Lösung der Arbeitsmarktprobleme in Europa vorgeschlagen. Die Finanzierung dieser Großprojekte dürfte allerdings angesichts einer restriktiven Budgetpolitik der einzelnen Länder und der EU schwer zu realisieren sein.
