Wachstum und Arbeitslosigkeit

Abstract

Der Arbeitsmarkt stellt die Wirtschafts- und Sozialpolitik seit den siebziger Jahren vor Probleme. Die Arbeitslosigkeit steigt in jedem Konjunkturabschwung und geht im Aufschwung nur wenig zurück. Dennoch hat sich der Arbeitsmarkt keineswegs von der Wirtschaftsentwicklung abgekoppelt. Zwischen Wirtschaftswachstum und Beschäftigung besteht eine unverändert enge Beziehung. Der Kampf gegen die Arbeitslosigkeit wird jedoch durch das relativ geringe Wirtschaftswachstum bei gleichzeitigem starken Zuwachs des Arbeitskräfteangebotes erschwert. Aufgrund der ständigen technischen Neuerungen ist ein Wachstum von 2% – in der Industrie sogar von 4½% – nötig, um Arbeitsplatzverluste zu vermeiden.
