Zum Abschluß der Uruguay-Runde des GATT

Abstract

Im April 1994 wird die Uruguay-Runde des Welthandelsabkommens GATT unterzeichnet. Die neuen Vereinbarungen sind der bedeutendste Liberalisierungsschritt in der Geschichte des Welthandels. Sie unterstellen erstmals die Landwirtschaft, den Textilhandel, Dienstleistungen, grenzüberschreitende Investitionen und den Schutz des geistigen Eigentums weltweit den Prinzipien des Freihandels und des fairen Wettbewerbs. Das bisherige GATT wird zur Welthandelsorganisation MTO aufgewertet. Für Österreich wird die Bedeutung der neuen Vereinbarungen durch den angestrebten Beitritt zur EU überlagert. Mit dem Beitritt übernimmt die EU die handelspolitischen Kompetenzen Österreichs. Daher werden auch die von der EU im Rahmen der Uruguay-Runde angebotenen Liberalisierungsschritte für Österreich maßgebend. Rund zwei Drittel des österreichischen Außenhandels werden zu innergemeinschaftlichem Handel und damit von EU-Recht und nicht mehr direkt vom GATT geregelt.
