Neuere Entwicklungen in der Wachstumsökonomie

Abstract

Fragen des gesamtwirtschaftlichen Wachstums haben erstmals seit mehr als 30 Jahren wieder an Bedeutung gewonnen. Dabei steht vor allem die Erneuerung der theoretischen Grundlagen im Mittelpunkt des Interesses. Ausschlaggebend dafür war die Persistenz der unterschiedlichen Wachstumsdynamik zwischen armen und reichen Ländern, die durch die traditionelle neoklassische Wachstumstheorie nicht zufriedenstellend erklärt werden kann. Darüber hinaus bietet die traditionelle Theorie keine Grundlage für wirtschaftspolitische Handlungsanleitungen. Langfristiges Pro-Kopf-Einkommenswachstum ist im neoklassischen Wachstumsmodell in erster Linie Folge des technischen Fortschritts. Dieser wird jedoch als ein von Marktkräften unabhängiger und von der Wirtschaftspolitik unbeeinflußbarer Prozeß verstanden. Die neue Wachstumstheorie stellt die Bedeutung des Technologiewandels für das langfristige Wachstum nicht in Frage. Sie versucht jedoch jene mikroökonomischen Kräfte zu erklären, die den technischen Fortschritt vorantreiben. Dadurch wurde die Wachstumsanalyse auf eine sachlichere theoretische Grundlage gestellt.
