Ausgangsposition und Chancen regionaler Finanzplätze. Eine Analyse am Beispiel der Stadt Innsbruck

Abstract

Der durch EWR-EG-Integration und Kapitalverkehrsliberalisierung intensivierte Wettbewerb auf den Finanzmärkten zwingt auch in Österreich zu Strukturanpassungen. Ein Ansatzpunkt dazu sind Maßnahmen zur Verbesserung der Standortqualität, die am Beispiel des regionalen Finanzplatzes Innsbruck konkretisiert werden. Besonders für ein kleines Finanzzentrum ist es im verschärften internationalen Wettbewerb schwierig, sich erfolgreich in der Hierarchie etablierter Finanzplätze zu positionieren. Trotzdem lassen sich erfolgversprechende Strategien identifizieren. Diese sind nicht zuletzt für die steigende regionalpolitische Bedeutung von Finanzplatzfunktionen wichtig: Einerseits wird die Qualität des Angebotes an Finanzdienstleistungen zu einem immer bedeutenderen Standortfaktor, zum anderen sind Einkommens- und Beschäftigungseffekte des Finanzsektors eine wichtige Kompensation für Verluste aus der Abwanderung von Industriebetrieben aus Ballungszentren.
