Bestimmungsfaktoren der Staatsschuldendynamik

Abstract

Die Budgetpolitik vieler OECD-Länder ist seit Mitte der siebziger Jahre mit dem Problem rasch wachsender Staatsschulden konfrontiert. Die Dynamik von Staatsschulden kann definitorisch auf zwei Bestimmungsfaktoren zurückgeführt werden: auf die Differenz zwischen Zinssatz und Wachstumsrate der Wirtschaft und auf das primäre Budgetdefizit, definiert als Budgetdefizit abzüglich Zinszahlungen für die Staatsschuld. Der vorliegende Aufsatz analysiert den Einfluß der beiden Bestimmungsfaktoren auf die Dynamik der österreichischen Staatsschuld im internationalen Vergleich.
