Ansätze zu einer Osteuropa-Hilfe

Abstract

Die Hilfe des Westens an Osteuropa (ohne UdSSR) hat bisher 31 Mrd. $ erreicht. Erweitert wird dieser Betrag um Kredite des Internationalen Währungsfonds und der Weltbank von 9 Mrd. $. Der Großteil der westlichen Hilfe besteht bisher aus Zusagen, die tatsächlichen Leistungen betrugen nur 1,2 Mrd. $ für Zuwendungen und 2,1 Mrd. $ für Kredite. Überdies dokumentieren die österreichischen Daten, daß als "Osthilfe" alle Budgetaufwendungen verbucht wurden, die mit dem Umbruch im Osten zusammenhängen, z. B. der (geplante) Ausbau der österreichischen Verkehrsinfrastruktur.
