Sozialbudgets trotz Hochkonjunktur stark beansprucht. Zur Entwicklung der sozialen Sicherheit im Jahr 1990

Abstract

Die Sozialausgaben reagieren im Konjunkturverlauf antizyklisch. Für 1990 war daher zu erwarten, daß ihre Dynamik weiter verflacht. Tatsächlich erreichte jedoch die Zuwachsrate mit 7¼% den höchsten Wert seit acht Jahren. Die höhere Arbeitslosigkeit ließ auch die Unterstützungsleistungen sprunghaft steigen, der Andrang zur Frühpension blieb hoch. Weiters wurden die Familienbeihilfen erhöht und die Pensionen stärker angehoben, als dem herkömmlichen Anpassungsmechanismus entsprochen hätte. Die Kosten der Leistungsverbesserungen konnten 1990 durch das konjunkturbedingt hohe Beitragsaufkommen und durch Budgetumschichtungen aufgefangen werden; in den folgenden Jahren wird dies nicht im gleichen Ausmaß möglich sein.
