Budgetkonsolidierung wird fortgesetzt. Der Bundeshaushalt 1990 und 1991

Abstract

Der Bund setzte 1990 die Budgetkonsolidierung fort. Wie geplant verringerte er das Nettodefizit auf 3,5% des BIP. Der Bundeshaushalt wirkte leicht restriktiv, behinderte jedoch den Konjunkturaufschwung nicht. Die weitere Verringerung des Defizits war 1990 sowohl auf eine zurückhaltende Ausgabenerhöhung als auch auf eine leicht steigende Steuerquote zurückzuführen. Der Bundesvoranschlag 1991 wird expansiv wirken, weil nur erhebliche Rücklagenauflösungen den Abbau des Nettodefizits auf 3,3% des BIP ermöglichen. Der Voranschlag 1991 zeigt, daß mittelfristig der Budgetspielraum zunehmend enger wird und das Einsparungspotential in einigen Ausgabenbereichen bereits ausgeschöpft ist.
