Prognose für 1991 und 1992. Konjunktur überwindet Talsohle ohne Rezession

Abstract

Seit der letzten Konjunkturprognose vom Dezember haben sich wichtige Rahmenbedingungen geändert. Der rasche Erfolg der Alliierten im Golfkrieg hat die Aussichten auf anhaltend niedrige und stabile Rohölpreise entscheidend verbessert. Für die Industrieländer ist damit eine Hypothek weggefallen, die einerseits den Spielraum für Zinssenkungen einengte, andererseits die Erwartungen von Konsumenten und Investoren trübte. Gleichzeitig sehen sich aber die öffentlichen Haushalte durch den Konjunkturrückgang, die Kriegskosten und die Finanzierung der ehemaligen Planwirtschaften in Osteuropa größeren Belastungen ausgesetzt. Sie bedingen in Deutschland Steuererhöhungen, die das Wirtschaftswachstum mittelbar auch in Österreich dämpfen könnten.
