Die Verlangsamung der Lohninflation seit 1985

Abstract

Seit Mitte der achtziger Jahre hat sich der Lohnauftrieb verlangsamt. Deutlicher als in den Jahren zuvor traten nun wirtschaftliche Faktoren in den Vordergrund, die sich nur auf die Entwicklung einzelner Unternehmen oder Branchen beziehen. Im Unterschied zu anderen Ländern war die Lohnführerschaft der betroffenen Bereiche (Verstaatlichte Industrie, öffentlicher Dienst) so deutlich ausgeprägt, daß ihre wirtschaftlichen Schwierigkeiten (bzw. im Falle des öffentlichen Dienstes das Bemühen, das Defizit im Bundeshaushalt abzubauen) auch die Lohnsteigerungsrate in anderen Bereichen dämpften. Ein Vergleich der Tariflohn- und der Effektivlohnsteigerungen zeigt, daß dieser Druck auf die meisten unbeteiligten Wirtschaftszweige sogar noch verstärkt weitergegeben wurde. Die Lohnunterschiede zwischen den einzelnen Wirtschaftsbereichen haben sich damit eher vergrößert.
