Umwelteffekte der Handels- und Transportentwicklung in Europa

Abstract

Der Transportsektor verdrängte in den letzten zwei Jahrzehnten europaweit die "Schornsteinindustrie" als Hauptverursacher von Umweltbelastungen. Zwar verbesserte sich die Umweltverträglichkeit der einzelnen Fahrzeuge durch laufend verschärfte Normen, in der Auswirkung auf die Umwelt insgesamt wurde dies jedoch durch eine umweltbelastende Änderung des "modal split" – die Verlagerung von Transporten von Schiff und Schiene auf die Straße – und durch einen enormen Gesamtverkehrszuwachs zunichte gemacht. Gefördert wurden diese Entwicklungen u. a. durch Preis– und Qualitätsunterschiede zwischen den Verkehrsträgern, durch Tendenzen im Außenhandel und Änderungen der Produktionsorganisation und Standortentscheidungen, aber auch durch die Art der eingesetzten umweltpolitischen Instrumente.
