Schmerzhafter Übergang zur Marktwirtschaft. Die Wirtschaft der RGW-Länder und Jugoslawiens 1989/90

Abstract

Der Niedergang des "realen Sozialismus" fand in den RGW-Ländern 1989 seinen Ausdruck in schrumpfendem Nationaleinkommen, beschleunigter Inflation, wachsenden Budgetdefiziten und steigender Auslandsverschuldung. Die Wachstumsabschwächung lag zwar im – von Strukturschwächen, Technologierückstand und geringer Arbeitsmotivation der Bevölkerung geprägten – langfristigen Trend, wurde aber u. a. verschärft durch die Flucht Hunderttausender aus Bulgarien und der DDR und durch die schwache Entwicklung der Westexporte mancher Länder, die eine erhebliche (Wachstums-) Beschränkung der Importe mit sich brachte. Im bevorstehenden Übergang zur Marktwirtschaft wird eine Rezession mit hoher Arbeitslosigkeit unvermeidlich werden.
