Budgetsanierung in Europa

Abstract

Die Budgetsanierung kommt in Österreich seit 1987 so rasch wie im Ausland voran. Außerordentlich große Konsolidierungserfolge konnten die vier skandinavischen Länder und Großbritannien erzielen, ohne Wachstum und Beschäftigung zu beeinträchtigen. Ein Konsumboom – infolge der Liberalisierung des Kreditmarktes bei steuerlich absetzaren Kreditzinsen – hat zum Sanierungserfolg entscheidend beigetragen. Der Weg dieser fünf Länder zeigt, daß Budgetdefizite nicht kommende Generationen belasten müssen; allerdings verursachte der Konsumboom große Leistungsbilanzprobleme. Besonders hoch ist das Budgetdefizit der kleinen EG-Länder. Auch nach fast allen anderen Wirtschaftsindikatoren schneiden diese schlechter ab als die EFTA-Länder und die großen EG-Staaten.
