Probleme der Außenwirtschaft während der Übergangsphase in Osteuropa

Abstract

Der erste Teil der Untersuchung widmet sich einigen grundsätzlichen Fragen des Übergangs von der Plan- zur Marktwirtschaft in der CSFR, Ungarn und Polen. 40 Jahre eines planwirtschaftlichen Systems haben die Erwartungen der Wirtschaftssubjekte geprägt; Unternehmen und Wirtschaftsverwaltung haben zum Teil die Fähigkeit verloren, sich marktgerecht zu verhalten. Eine Übertragung der Erfahrungen Westeuropas aus der Nachkriegszeit auf den Osten ist daher nur beschränkt möglich. Im Bereich der Außenwirtschaft ist in Osteuropa ein rascher Übergang zur Konvertibilität erforderlich, der eine massive Abwertung voraussetzt. Sie kann vorübergehend durch handelspolitische Maßnahmen abgefedert werden. Trotz der notwendigen Umorientierung des Außenhandels in Osteuropa auf den Westen sollten auch die Beziehungen zu anderen Oststaaten nicht vernachlässigt werden, vorübergehend können sie durch Gegengeschäfte, bilaterales Clearing (in Beziehungen zur UdSSR), nicht aber durch eine Zahlungsunion gefördert werden.
